Most of the articles you see in The Dispatch are news articles. News articles focus only on the facts <ETH> they don't contain anyone's opinion There are several types of news articles.
A local news article focuses on what's going on in your neighborhood. An example of a local news story would be an article on a city council meeting.

A national news article focuses on what's happening in the United States. An example of a national news article would be an article on the U.S. Senate passing a new bill.

इराकको स्वतन्त्र राज्य कुर्दिस्थानस्थित हाइसुर्तामा कार्यरत निरु खाना पकाउने क्रममा भदौ ९ गते ग्यास चुलोको आगोले भेटेपछि जल्न पुगेकी थिइन् । उनको अर्बिल अस्पतालमा उपचारको क्रममा मृत्यु भएको हो । ‘दिदीले अण्डा पकाउँदै हुनुहुन्थ्यो । तेल उछिटिएर कपडामा पर्न गयो । अर्को चुलोमा बलेको आगोले भेटिहाल्यो,' निरुकी बहिनी फुलमायाले ईकान्तिपुरलाई भनिन,‘लुगामा सल्केपछि आगो निभाउन सकिनन् ।’
 
फुलमाया पनि इराकमै कार्यरत छन् । ‘जलेपछि मैले तीनदिनसम्म दिदीलाई कुरेर अस्पतालमा बसेँ,' उनले भनिन,‘उपचारको क्रममा मेरै सामुन्ने दिदीको प्राण गयो ।’

निरु इराकमा चार वर्षदेखि काम गर्दै आएकी थिइन् । ‘मलाई पनि दिदीले नै बलाउनुभएको थियो । सबै राम्रो चलिरहेको थियो,' ७ महिनाअघि पुगेकी फुलमायाले भनिन्,‘अहिले यस्तो बज्रपात आइपर्‍यो ।’
    
निरु र फुलमाया काम गर्ने घर आधाघण्टाको दुरीमा पर्छ । निरुको शव अर्बिलस्थित रोजगारी अस्पतालमा राखिएको छ । उनका साहुले जल्ने समयमा आफूहरु घरबाहिर रहेको बताएका छन् । ‘हामीले छोरी सरह पालेका थियौं । जति बसिन् । सबै जना खुसी थियौं,' गैरआबासीय नेपाली संघ इराकका अध्यक्ष लालकाजी गुरुङले साहुको भनाई उद्धत गर्दै भने,‘हामी बाहिर जानु नै निरुको लागि दशा रहेछ ।’
 
निरुका घरमालिक मालिक्नी यो घटनाबाट निकै शोकमा डुबेको गुरुङले बताए । ‘उनीहरु एकदमै भावविह्वल अवस्थामा रहेको मैले भेटेँ,' उनले भने, ‘उनीहरु निरुका छोराछोराको लागि सहयोग गर्न समेत तयार छन् ।’

निरुका १५ वर्षीय छोरा र १२ वर्षीया छोरी गाँउमै पढिरहेका छन् । ‘भिनाजुले सौता ल्याएपछि दिदी छोराछोरीलाई पढाउन इराक आउनुभएको हो,' फुलमायाले भनिन्,‘इराकको कमाइले छोराछोरीले पढिरहेको थिए ।’

उनको शव नेपाल पठाउने प्रक्रिया भइरहेको गुरुङ्ले बताए । ‘मैले पाकिस्तानस्थित नेपाली दूतावाससँग समन्वय गरिरहेको छु,' उनले भने, ‘सबै प्रक्रिया पुरा गरेर यो सातासम्म शव पठाइसक्नेछौं ।’

निरुका परिवारलाई सहयोग गर्न अर्बिलमा कार्यरत नेपालीले सहयोग रकम उठाइरहेका छन् । यसअघि पनि एक नेपाली युवती खाना पकाउने क्रममा जलेर मुत्यु भएको थियो ।

काठमाडौं: नेपाल प्रहरीका एसएसपी लक्ष्मण न्यौपाने, दुईजना प्रहरी निरीक्षकसहित आठजना सुरक्षाकर्मी र आन्दोलनकारीतर्फ तीनजना मारिने गरी गत सोमबार टीकापुरमा मच्चिएको हिंसात्मक घटनाप्रति चिन्ता प्रकट हुनु स्वाभाविकै हो।
यस्तो बेलामा पनि प्रहरी र सशस्त्र प्रहरीले किन गोली चलाएन भन्ने प्रश्न सबैको मनमा उब्जने गरेको छ। सिनियर प्रहरी अधिकृत एसएसपीले गोली किन चलाएनन् ? उनी एक्लै गएका थिए ? हतियार लिएर कोही प्रहरी थिएनन् ? प्रहरीले गोली नचलाउनुको रहस्य भने अर्कै रहेछ।
प्रहरी मुख्यालयको कार्य महाशाखाले भदौ २ मा देशभरका प्रहरी कार्यालयमा सञ्चार (सूचना) जारी गरेको थियो। महाशाखाले पठाएको सञ्चारको सिरियल नम्बर ३५७८ मा 'प्रहरी जवानलाई लाठी, अ श्रुग्यासबाहेक हतियार बोक्न नदिनू, जुनियर प्रहरी अधिकृतले मात्रै हतियार बोक्नू, तर चलाउनै परे त्यसको औचित्य पुष्टि हुने गरी मात्रै चलाउनू' भन्ने उल्लेख थियो।
'प्रस्तावित नेपालको संविधान २०७२ मा समावेश गरिने सीमांकनका विषयलाई लिएर देशका विभिन्न भागमा असन्तुष्ट पक्षबाट गरिँदै आएको विरोध प्रदर्शन तथा अराजक गतिविधिबाट विषम् परिस्थिति उत्पन्न भई बल प्रयोग गर्नुपर्ने अवस्था आए प्रहरी जवानले लाठी र अ श्रुग्यास मात्र प्रयोग गर्न, जुनियर प्रहरी अधिकृतले हतियार प्रयोग गर्नुपर्ने अवस्था आए कमान्डरको प्रत्यक्ष निर्देशन र निगरानीमा भीड नियन्त्रणको सिद्धान्तअनुसार पुस्ट्याइँ हुने ढंगबाट बल प्रयोग गर्न गराउनू' महाशाखाबाट जारी सञ्चारको व्यहोरामा उल्लेख छ।
कार्य महाशाखाको यही सञ्चारका आधारमा क्षेत्रीय प्रहरी कार्यालय दिपायलले मातहतका कार्यालयमा निर्देशन दियो। त्यसको प्रभाव टीकापुर घटनामा देखियो। जहाँ एसएसपी न्यौपानेसहित प्रहरी निरीक्षकद्वय बलराम बिष्ट र केशव बोहरासँंगै आठजना प्रहरीले ज्यान गुमाए।
कार्यस्थलमा एसएसपीका अंगरक्षकले मात्रै हतियार बोकेका थिए । प्रहरी निरीक्षक बिष्ट र बोहोरा निःशस्त्र भीड नियन्त्रणमा लागि गएका थिए। महाशाखाबाट जारी सञ्चारमा औचित्य पुष्टि गर्ने प्रमाण संकलन गर्नुपर्ने प्रावधान बल प्रयोग गर्नुअगाडि र भइसकेपछिको प्रमाणका लागि तस्बिर र भिडियो खिचेर राख्नुपर्ने हुन्छ।
प्रहरीका एक उच्च अधिकारीले भने, 'सञ्चार कार्य महाशाखाको निर्देशन नै टीकापुरमा प्रहरीमाथि आक्रमण गर्न आक्रमणकारीका लागि शस्त्र बन्यो।'
कार्य विभागका प्रमुख एआईजी गणेश राई भन्छन्, 'भीड नियन्त्रणको सिद्धान्तअनुसार तल्लो दर्जाले लाठी, अ श्रुग्याँस बोक्ने हो।
हतियार जुनियर प्रहरी अधिकृतले मात्रै बोक्ने हो। अहिलेको आन्दोलन लडाइँ होइन। सुनियोजित र पूर्वतयारीअनुसार प्रहरीमाथि आक्रमण गरिएको थियो। प्रत्येक जवानसँँग अटोमेटिक बन्दुक बोक्नैपर्ने हामी सेना पनि होइनौं।'
सशस्त्र प्रहरीले हतियार नचलाएको प्रति इंगित गर्दै राईले भने, 'सशस्त्रका एसपीको गाडीमा प्रहरीका एसएसपी गएका थिए। हतियार चल्न कमान्डरको आदेश चाहिन्छ । सशस्त्रले किन हतियार चलाएन? त्यो खोजीको विषय हो।'
प्रहरी महानिरीक्षक उपेन्द्रकान्त अर्यालले ‘हतियारको प्रयोग जिम्मेवारी ढंगबाट गर्नु' भनिएको बताए। उनले यस्तो अवस्थामा सुरक्षा निकाय संयमित भएर समन्वयात्मक भूमिकामा चल्नुपर्ने औंल्याएका छन्।
सशस्त्र प्रहरीका प्रवक्ता डीआईजी पुष्पराम केसीले टीकापुर घटनामा सशस्त्रले हतियार चलाए-नचलाएका बारेमा सरकारले बनाएको उच्चस्तरीय छानबिन समितिले पत्ता लगाउने जनाएका छन्।'टीकापुर सशस्त्रले हतियार नचलाएको भए प्रहरीतर्फ झन् क्षति हुने रिपोर्ट हामीलाई आएको छ। त्यो फिल्डमा गएर बुझ्दा हुन्छ', उनले भने।

भन्दै नाडीमा मन्त्रिएको डोरो बाँधी रक्षाबन्धन पनि गरिन्छ । आज बाँधिएको डोरो गाई तिहारका दिन गाईका पुच्छरमा बाँधेमा मृत्युपछिको वैतरणी पार भइन्छ भन्ने जनविश्वास छ । यस्तै वर्षाभरको हिलोपानीमा चलेर गर्मीसर्दीले प्रभावित असरमा फेरि ऊर्जा ल्याउन भन्दै आज नौ जातका अंकुरित गेडागुडी मिसाएर पकाएको पौष्टिकतत्वयुक्त क्वाँटी खाने गरिन्छ । उता, रसुवाको धार्मिक तथा पबित्र तिर्थस्थल गोसाईकुण्डमा जनै पूर्णिमाको अवसरमा मेला लागेको छ । भगवान् शिवको वासस्थानको रूपमा हिमालयको काखमा रहेको यस गोसाइँकुण्डमा स्नान गर्नाले गरेका पापबाट मुक्ति मिल्ने तथा मनले चिताएको पूरा हुने जनविश्वास रही आएको छ । मेला भर्न देशका बिभिन्न स्थानको साथै बिदेशबाट समेत भक्तजनहरु गोसाईकुण्ड पुगेका छन् । अघिल्लो बर्षहरुको तुलनामा यस बर्ष यहाँ पुग्ने भक्तजनको संख्या भने निकै कम रहेको छ । भाद्र शुक्ल एकादशीदेखि सुरु भएको जनै पूर्णिमा मेला आजसम्म लाग्दछ । यस बर्ष गएको भूकम्पका कारण भक्तजनको उपस्थिति न्युन देखिएको हो । मेलाको व्यवस्थापनमा नेपाली सेना, नेपाल रेडक्रस सोसाईटी, नेपाल प्रहरी र स्काउट खटिएका छन् । गोसाईकुण्ड समुन्द्रीसतहदेखि चार हजार तीन सय ८० मिटरको उचाईमा रहेको छ भने यसको लम्बाई ६ सय मिटर छ भने चौडाई ३ सय ७० मिटर रहेको छ । त्यस्तै भाइ र बहिनीको प्रेम प्रतीकको रुपमा मनाइने रक्षा बन्धन पर्व र र जनै पूर्णिमा आज मिथिलाअञ्चल क्षेत्रमा पनि धूमधामका साथ मनाइंदै छ । जनकपुरको जानकी मन्दिर, राममन्दिरमा पूजापाठ गर्न श्रद्धालु भक्तजनको भीड लागेको छ । रक्षा बन्धनको अवसरमा दिदी बहिनहरुले आफ्ना दाजु भाइहरुलाई राखी बानी रक्षा बन्धन पर्व मनाइंदैछ । उता, पुर्बको गोसाईकुण्ड भनेर चिनिने संखुवासभाको प्रसिद्ध धार्मिक तिर्थस्थल सभापोखरीमा पनि भक्तजनको घुईचो लागेको छ । म्याग्दीको नागी वाराही र शिखको खयरवाराही मन्दिरमा पनि जनैपूर्णिमाको अवसरमा मेला लागेको छ ।
